Can't turn on PC, infinitely turning on and off.

Hi,

Sorry If I seem mad, I have been up all night 'cause I need my PC to work, I pitched this issue over months, everyone said it was a PSU problem 'cause mine was very old and had outlived its purpose. Waddaya know ? Bought a new PSU slapped it on all hyped, same problem still there.
Video below will show you what it looks like, I need help poeple I'm desperate.

First, try booting the computer with nothing except the essentials. That would be MB, CPU, RAM, PSU. If your CPU doesn't support on-board video, then go ahead and leave the Video card in there too.

Everything else, should be disconnected. That includes USB attached equipment, HDD along with the keyboard and mouse.

If your PC boots up fine after that, then proceed to connect your keyboard. Proceed with the iterative add-on process until you find the device that's correlating with this issue.

Also, be sure to clear your CMOS settings. I think it's jumper JBat on your MB. To do so, turn off the computer, then short the two pins for about five seconds (use a flat screwdriver or paperclip to touch both pins). You can now release the tool and proceed to turn on. Your BIOS settings should now be back to defaults.

Note: if your MB is more than 5 years old, it's possible the CMOS battery died and needs to be replaced. They're typically a 2032 cell and be found at any grocery store or local pharmacy (Walgreens, CVS, etc)
