Budget PC for Game development

I'm looking for the cheapest possible build for game development in unreal engine or unity.

I live in Myanmar and i can go for something between 500-700$ initially but i would happy to upgrade later on so i'm looking for something that would let me do what i want with at least some smoothness.

My current pc has 4GB ram do i need to upgrade?
if possible i would like advice on a good budget motherboard and cpu as my current ones are 32bit.]

The biggest reason behind this upgrade is because my current pc is 32bits only and i want to move to 64bits with some upgrades along the way.

PCs aren't a binary good/bad -- there are no bright lines -- so asking for the cheapest build for game development is an unanswerable question. It's a bit like asking for the world's shortest tall person.

A better question that would get useful answers would be giving us a budget, a location, and what parts you already have, if any.

I have updated the topic ty for telling me, I can go for the budget of 500-800$ right now but i would like a build that can handle the actions i want to do. and upgrade afterwards like not buying ram now and upgrading it later.

Here is my recommendation. Gets you entry level for your current need. The processor, ram and storage are all able to be upgraded. Comes with a better than entry level workstation card that, for the price, is better than most things out there. This does not have an os or a monitor since, I'm assuming you have better/cheaper os' and monitors to use/get
