How can I clean install windows on an SSD and keep all my programs on HDD?

So, I downloaded windows on a 32 GB SSD, solely for booting, but I want to know how I can still use the programs on my HDD without doing loads of transferring files in between. I have another 120 GB SSD which holds some of my Steam Games and such. What is the most efficient way of using my 32 GB SSD as my boot drive?

There is no good way to use a 32GB drive for a current Windows OS.
It is simply TooSmall.
You will run into issues with simply the semi annual updates for Win 10.

Now, to your question...
You can't use the programs that are currently on your old HDD.
Due to the new OS install, they need to actually be reinstalled. You can reinstall them on whatever drive you choose, but they do need to be reinstalled.

But I woudn't go down that road with a 32GB SSD. Far too much hassle involved in not letting that get full.
