Battery not charging past 83%

So my laptop battery died while I was halfway through running a memtest (booted on a USB drive). After that, I plugged in the charger, and ran the test again. Everything seemed to be fine. But when I booted back into windows I found that the battery could not charge past 83%. I've looked up and tried many solutions but none of them worked. I ran tests on the battery and no problems were identified. It doesn't seem like a problem with the battery itself. Please help, thank you.

Best guess - 83% is practically 5/6, so maybe you've lost one of six cells in the battery. You can maybe confirm or blow this theory away by finding out your battery spec (i.e. the number of cells).

If I charged long enough it very slowly goes up to 89%, or 90%. But it's unstable, when it reaches those levels, it'll start discharging while plugged in. Basically it fluctuates around 80%~90%.

The problem went away by itself today, I'm now able to charge up to 100%. I didn't do anything other than letting it discharge until 30%-ish and back to 83% (where it stopped charging) for a few times.
