Boot only after unplugging PSU

Hello! I was curious if anyone else had any ideas as to what the cause of this issue is. It's something I've been trying to research on my own. I've seen threads similar to mine but not exactly.

After I built this PC, i7700k(@4.20ghz-watercooled), 1080, 850 evo / 1tb hdd / 16gigs of ram / 1k watt gold

I have an issue where every time the PC is turned off, once turned back on the CPU and GPU will run, with no fans or water cooling. However, once the system is turned off only via unplugging the PSU until the power drains out of the mobo and plugged in and turned back on it boots completely normal with 0 issues. There's also no beeps or LED changes during the failed boot.

My thoughts are it's either a mobo or PSU problem. but if it's the PSU I am uncertain why it would boot just normally after being unplugged. Thanks much!
 

This likely has something to do with settings in your BIOS. Check your "Q-Fan Configuration" and "Next Boot after AC Power Loss".

Fast Boot
[Disabled] Allows your system to go back to its normal boot speed.
[Enabled] Allows your system to accelerate the boot speed.

- The following item appears only when you set the Fast Boot to [Enabled]

Next Boot after AC Power Loss
[Normal Boot] Returns to normal boot on the next boot after an AC power loss.
[Fast Boot] Accelerates the boot speed on the next boot after an AC power loss.

These were sadly settings I had changed when I first built my PC, so that's not going to be the resolution sadly. I double checked to verify I had those settings correct and they were. I also want to clarify I am not getting a post or anything during these failed boots.
