Could RAM upgrade on a budget laptop granted a better IGPU/overall performance

4GB is not enough.

You can look in task manager to see how much memory you are using.

What you will find is that once you start doing something, you system will be doing a lot of swapping out of Memory onto disk.

You should have a minimum of 8GB
