1070ti, not getting the frames i expected

So recently i bought a 1070ti, just so that i could play assassins creed origins on Ultra in 1080p.
The card should be perfectly capable of getting me a steady 60 fps. But when i run the benchmark im getting around 30-40 fps, 20 in the city.

Here are my specs:
Ryzen 5-1400 cpu
8 GB ddr4 Crucial Balistix ram
corsair cx 600 power supply
msi gtx 1070ti
Gigabyte GA-AB350-GAMING 3 motherboard,

I run the game of a hdd drive. The big problem is that i dont know what is keeping me from getting the big frames, other games also dont give me the frames that is was expecting. i just cant seem to figure it out.
 

Hard disk drives rarely effect the in game fps... SSD's will help in loading times only, there is negligible to no difference in-game performance.
Uninstall all additional msi utilities, sometimes they hog a lot of cpu resources and just install the nvidia driver. And more of all, the cpu will bottleneck the GPU in this particular game"Assasins creed: origins" as it is pretty cpu intensive.

I would say your CPU is the limit. I found some benchmarks that shows around 60fps (avg) on Ultra settings using a 8700K / 1070TI. Than I found other reviews that are roughly 10FPS less using a Ryzen 1700X. AMD isn't known to have the highest return for PC gaming. They are cheap for a reason because AMD hasn't been able to match Intel for 10 years now. Not since the AMD64 vs P4.

I don't know much the difference is between 8 and 16GB, but that can contribute to the low also.
