Nvidia GPUs do a self overclock called a boost speed and only do it until they get hot or draw too much current. You'll usually see your top boost speed for a minute or two and then normally a speed slightly higher than base afterwards with fluctuations.
For example, my laptops 1050 has a strict power budget that can't be altered. It starts benchmarks at 1833MHz for about 5 seconds then drops down to 1200MHz for the rest of the time. This is even after applying liquid metal and manually overclocking the GPU. It's cool and set to run much faster, but I don't have an override to the current/power draw.
Your Ti, is most likely hitting a temp or current limit. You can check with EVGAs XOC software, or GPUz.
