You don't necessarily need a cooler with that processor as it comes with a stock cooler (that's not pretty but it works). I would recommend a larger SSD (at least 250 GB but better yet 500 GB). Everything else looks solid. You should be able to handle High or Ultra graphics settings for most current games at 1080p.

Yeah, the 8400 is a great gaming chip and the 1060 handles pretty much everything at Ultra at 1080p. I know, I have one. It hits above 80+FPS on BF1 which can be demanding.

I would suggest if you can factor it in, 16gb of ram. 8gb used to be the sweetspot, but is now found wanting on new AAA games. If you stick with 8gbs go for 2 x 4gb kit to ensure you have dual channel running. Games like BF1, COD WW2, Wolfenstein use upwards of 8gbs at 1080p.

Make sure RAM is dual channel. Change the mobo to a H370/H310/B360 for that chip and drop the cooler. Use the mobo for a better SSD or RAM (16 gigs) or 1070.

1 TB of HDD is plenty for most. So you can take that and use the money for other stuff.

I presume you already have the SSD? If you do, sell it off and use the money towards this build. If you do not need the cooler you have, sell it and use the money here too.
