Overclocking Ryzen 1600 to at least 4.0Ghz

GPU: NVIDIA GTX 970
CPU: Ryzen 1600
Mobo: MSI x370 Gaming Plus
RAM: 2x8 Corsair Vengeance @2400mhz
Storage: x1 Samsung SSD 250GB, x1 Standard HDD
Cooler: Hyper 612 V.2

Now, I looked and read and saw that AMD says that ryzen can go a maximum of 1.42 Vcore and maximum of 70C, though it will throttle at 95C

I can get below 70C doing cinebench. I do gaming, streaming, and video rendering. I never seen it go past 85C, and it only goes that high when using handbrake.

I currently can only put 3.75Ghz on the mobo, but when I go into Windows, it says I have 3.98Ghz. I want it to be at 4.0Ghz, clean.

My question now is: Have I lost this lottery?

I know, but I put a value of 3.75 and it says it's at 3.98. I even looked on the mobo settings on the top and it says 3.98. Is there a reason why it does that?

Not to mention my cinebench scores go to 1171, when it used to be 1330. Not sure if memory speed effected it, but I have the RAM specified above, but at 2400mhz. I OC'd it to 2800. Not sure why it's going lower on cinebench, no idea.

Hope that made sense.

How, specifically, are you overclocking?

375 w/ 100BCLK = 3.75GHz

375 w/ 106 BCLK = ~3.98GHz (well, 3.975GHz)

RAM speeds will play a HUGE part in Ryzen performance. If the lower Cinebench is while you're clocked at 2400MHz, that explains it, easily.

100BCLK, 3.75. It jumps up. I disabled auto boost, things like that.

I OC'd it today at 2800Mhz, with these timings: 14-16-16-16-36
EDIT: Forgot to say: I put the RAM Voltage at 1.370

EDIT 2: At 2800Mhz RAM and at 3.75Ghz CPU, I get a Cinebench score of 1191. I saved previous scores and got higher than that with lower RAM speed. I don't get it.
