NO display after temp reaches 60 degrees and fan starts throttling at insane speed(gpu)

I am using an i3 6100, with 2 stcks of 8gb ram, 1hdd, 1ssd, 4 case fans and 1 gtx 1060 6gb on a cooler master thunder 450w and it was working fine.

i sold it off to buy a new psu as it was 6 years old and out of warrant(got rs 1000 or 14 $) for it, invested in a new psu with warranty ...got Antec vp450p(with active pfc).

..now whenever while gaming temp reaches close to 60...screen goes blank and fans of gpu start throttling at insane speeds and noise.

Is it a driver issue, thermal compund issue or a psu issue? kindly guide me .

Its working fine now that i have reduced "power limit" to 70% from 100%. So i think its the PSu...It does not have enough power to support the whole system at full load.

Edit: its gone again after 10 mins into watching youtube video

I had a similar issue not long ago when I was playing borderlands 2 funny eough. It had turned out to be the nvidia driver crashing. I would start by seeing if your drivers need updating;
then recreate the same situations from which you was gaming as such and see if it does it again.

My gpu is a 1070 ti.

I reapplied thermal paste on Gpu and the temps are down to 47-48 but after 5 minutes of gaming no video, gpu fans running at almost full speed with noise and the game is running in background , i can hear everything from the headphones.

Is it a driver issue or video output issue i can't understand. If i remove the gpu then in intel stock Hd mobo the game runs fine but obviously on low settings. I don't understand whats the root cause of this issue?

yes unistalled and reinstalled. my cm 450 thunder had 21amps on v1 and 18 or 19 amps on v2. this one has 18amps on v1 and 18 on v2...combine together is 36 amps...that should ideally be enough for a rig like mine. i wonder why a minute or 2 into gaming it stops sending video and sometimes the whole thing freezes.

I'm playing insurgency and squad...happening in crysis 1 too . Almost all games if settings are turned to high and gpu is made to work hard. yes i have the latest drivers 398.11 i think. I know the ppsu is good enough to run the rig but do you think my psu may be faulty and not supplying enough when taxed by gpu?

Well done, looks like you have diagnosed the problem. The rail isn't getting enough power to the GPU then. So a PSU upgrade maybe in question
