Overkill GPU performance?

The GPU will only use what the game asks of it, assuming your CPU does not limit what the GPU can do.
So if you have a 6gb card but the game only requires 1.2gb of videocard ram, then that's all that will be used.

If I have vsync turned on in the game settings then GPU will provide as much fps as my monitor can output and not more?
I want to buy a really good GPU but I don't want it to give me more than 75 FPS. I rather have it running on easy mode.
Also why these cards have difference prices? What's the difference?
