BSOD Booting from anything

I have been having BSOD issues for a while. Where I am right now, I can not boot to anything. I get a BSOD before the windows logo even shows. If I put the windows disc in, I get a BSOD before the logo shows there as well. Same when booting to a USB. Same with automatic repair. I can navigate the bios fine.

I have run 1 memory stick at a time to eliminate a bad stick. I have removed my graphics card and ran off the mobo. I have unplugged the hds. I have removed anything I can remove. I have even bought a new motherboard, but still BSOD. I am at a loss. CPU or PSU maybe?

Specs:
ASUS maximus ix hero
I7 7700k
32 gb g skill ddr4 3600
Corsair rm850x pay
Gtx 1070 gpu
2 Samsung ssds
 

1. How are the 2 Samsung SSD's connected, M.2 or Sata?
2. Have you tried to reinstall Windows with the new motherboard?
 

I'm just tying to isolate any potential sources of the problem as much as possible. The problem is unlikely with your CPU since it is rare for CPU's to fail for no reason. It may be your power supply but that is difficult to tell.

Thanks. Could a bad power supply allow me to navigate bios fine, but when I try to boot from any source cause a BSOD? If so I will try replacing it. Cheaper that replacing the CPU.
 

A dead power supply is easy to spot, but a failing PSU can cause odd, inconsistent problems. A faulty power supply would not be fine navigating the BIOS, but causing a BSOD everywhere else. It's still not clear to me if the PSU is causing your problems, or something else.
