i recently just did my first build and i am using CAM to monitor everything. but my issue is that my clock speeds rapidly go anywhere from 1500 all the way up to 4200 and tend to mainly stay around 4000 clock speed.
so my question is, is this normal and if not how can i fix it.

CPU: Intel Cord 17 8700k
GPU: NVIDIA Geforce Gtx 960
Memory: DDR4 (8x2) 16gb ram
MOBO: ROG STRIX Z370-H Gaming
