Cheapest AMD cpu to pair with gtx 1070 ti 1.61 ghz?!?!

I would recommend one of these
Ryzen 5 1600
Ryzen 5 1600x
Ryzen 5 2600
If you want some more power or want to do streaming, you can upload to:
Ryzen 5 2600x
Ryzen 5 1700x
If you like do OC then choose Non-X options and if you dont like OC choose X options which are more powerful at stock speeds.
In any case you will need special DDR4 memory for 3200 speed ryzen (flareX or similar).
