Could my psu be the problem?

I have a issue with my desktop where when i press power button fans spin for a few seconds lights turn on then it stops and tries turn on again and it goes in a cycle. when i unplug the cpu 8 pin the fans run properly and everything other turns on. Sometimes when i cleaned it with a vaccum to remove dust it would turn on and run properly for days as long as i dont turn it off. when i turn it off it again stops working and i have to blow air at the motherboard again. sometimes when i blow air on motherboard it starts the 1st time other times it takes hours.I have ordered a cpu and a motherboard but i was wondering could it be the psu its a corsair rm750x which i got a brand new through rma a month back.If it could be the psu won't it stop working while in this case it runs properly for days?

But the cpu ran perfectly well on the new power supply for 2-3 months before this happened. Also this problem happens only when the computer is switched off it remains long as long as it can
