the evga is much cheaper but has a faster memory clock speed. .where as the asus has an extra fan. . and other than that the two cards are identical. . to me the evga is a no brainer because it's cheaper but maybe i'm not understand or noticing why the two cards are so different in prices. . is the extra fan that big of a difference?

They are both good cards. You won't regret either one. Be sure your case has the room for their long length.
I would opt for the EVGA card. It has two larger fans vs the Asus's three smaller fans. I always prefer large fans over smaller ones for noise reasons. Cooling won't be an issue in either case. Plus Evga has the best warranty in the business if that matters.

Btw, the Asus is more because it has the higher clock speed. Higher binned GPU, no doubt. If you are going for pure clock speed, then get the Asus. Although the Evga can be OC'ed to match it.
