will a i5 8600k bottleneck a 1080?

It's entirely possible for any cpu to become a bottleneck, try gaming while rendering and streaming. So the realistic answer is Yes its possible, especially at low resolutions where the game is more cpu dependent. Throw enough scripted mods at some games and fps will drop, enbs etc. Not that hard to bog any cpu down.

But just running simple games? No, the 1080 will generally have higher usage as ppl tend to use higher graphics settings, but that's on the user, not the cpu/gpu

- Essentially @ 1080p depending on the game title and scene type within the same given game i5-8600k could hold back gaming performance by a slight amount in few titles up to 10% compared to i7-8700k, but most of the games run at same FPS on both i5-8600k and i7-8700k, so no significant bottleneck would be noted in most games.

Yeah, but that's in comparison. And it's still not really a bottleneck as such, the i5 just isn't as fast nor has the thread resources of an 8700k. On its own merits, the i5 is just fine for games, but really doesn't do much more than OC over the abilities of an 8400. So it won't hold back gaming performance in the slightest, it just doesn't get the same fps in some games where the multiple threads and higher clock speeds stock of the 8700k are to more advantage.
