my phone goes through my modem. If I did not have a phone line in the house would my phone still work through the modem?

It all depends on what phone and Internet service you have, your question is too general with not too many details.
If you have ADSL/VDSL Internet service, your phone is connected to the modem directly, and uses same phone line. If you have fibre / coax Internet, your modem might have phone ports if your ISP provides phone service, too. You can also have VoIP service (OOMA, Vonage, to name just a few) with any Internet provider and modem/router.
