MSI Z170A SLI DRAM Redlight.

So my computer recently stopped working, Around that new windows 10 update, Thought I doubt that's the cause I moved my PC to my new house and when I went to plug it in no display VGA red light comes on, so I think it's the GPU? But i remove it then DRAM light comes on so something fishy is going on, The Z170A SLI has no built in VGA input so I cannot test the i5 6600k built in gpu nor do I have access to another computer other than my laptop which is horrid.
My current specs are
Intel - Core i5-6600K 3.5GHz Quad-Core Processor
MSI - Z170-A PRO ATX LGA1151 Motherboard
G.Skill - Ripjaws V Series 16GB (2 x 8GB) DDR4-3200 Memory
Kingston - SSDNow V300 Series 250GB 2.5" Solid State Drive
EVGA - GeForce GTX 1070 8GB SC GAMING ACX 3.0 Black Edition Video Card
EVGA - SuperNOVA G2 550W 80+ Gold Certified Fully-Modular ATX Power Supply

I've tried removing ALL my PCI cords and replugging them in tried new ports, I practically rebuilt the entire computer trying to figure out
whats wrong. Reset CMOS tried BIOS by jumping JBAT1 did the one stick of ram thing in each port, Etc etc.

UPDATE -
I've tried replacing my CPU and making sure the prong are set and they all seem to be in order. Now just the VGA red light is on not blinking.

My GPU fan's start but then turn off shortly after.

_ I would go for a quick test and connect your monitor to your onboard integrated graphic (instead of the 1070), reboot or even cold boot if needed . If doesn't work and you're able to get to the bios switch primary graphic display from your integrated iGPU HD 530 intel to your 1080 PCIe or the other way around and connect your monitor video cable accordingly after saving and rebooting.

- Do you get any display at all? Any Bios POST? and if yes are you able to access the bios ?

- When your graphic card fans stop working, does the computer shut down or stays on regardless or restarts?

- I would boot with bare minimum hardware (preferably with motherboard outside the case and shorting motherboard 2pin power at front I/O header for power= no case buttons involved), no HDD no system drive no CD rom, no add PCIe on extension card readers , NO GRAPHIC card (just the integrated intel HD 530 your CPU provides), verify all CPU 8 pin power and motherboard power are snugly connected and CPU_FAN dedicated header is populated by a working fan and with one ram module populating the manufacturer recommended ram slot (refer to your mobo detailed manual).
