So I am using a ryzen 3 1200 in my $550 budget build and have a little bit of money left over to buy something else. I was wanting to overclock my cpu to somewhere around 3.9-4.1ghz. I thought that I could spend my extra money on an aftermarket cooler. There are some good choices I have found for air cooling but I was wondering if getting a 120 aio would be worth it in the long run because I plan on upgrading my cpu in the future.

4.1GHz is likely going to be unrealistic, regardless of cooling. 3.9GHz should be doable though.

Something like a Cryorig H7 would be a solid option. Most 120mm AIOs aren't really great performers, generally speaking - so a solid air cooler would be more viable IMO.

THIS. I would use a Cryorig H7 over a 120mm AIO any day. It will be quieter and perform better.
