WD External HDD shows as RAW after power outtage. How can I recover the data?

So first things first, I'm dumb. My external drive is from 2011 and I should have upgraded long ago. As soon as I get the data off, I'm moving onto a new HDD.

My apartment complex lost power last week and my external HDD was connected to my desktop at the time. When I rebooted, Windows stated that the ext HDD needed to be reformatted because there was no file system. I checked it using Disk Management and the File System is listed as RAW.

I tried Recuva (which I've used successfully in the past when files were deleted accidentally) but it gave pretty much the same error as Windows.

So I'm currently making a disk image using TestDisk. I figure that's the safe thing to do before I try anything else.

Advice or thoughts on how to go about recovering as much of the data as possible? Is rebuilding the boot sector an option that will preserve the data?
