Is my voltage fine?

I have a RYZEN 5 1400 which I have overclocked to 3.8ghz @1.3375v , but during my aida64 stress test the voltage was at 1.38v, is this normal?

PS Can someone suggest a cheap air cooler around 25$ which supports RYZEN out of the box.

Looks like it has same configuration as my old Mugen3 and would be more than enough for Ryzen. That processor pushes 65W at stock and maybe 80 - 90W with OC. Cooler is made for 189W TDP so it will be pretty silent.
Voltage is fine for that frequency. Which kind of temperatures are you getting at full load ? Up to 75c is more than fine. Most cooler manufacturers already updated their mounts for AM4. If you could find LC Power Cosmo Cool LC-CC-120 http://www.lc-power.com/en/product/power-supplies/lc-cc-120/ it would be great addition, it's much cheaper and better than famed CM 212Evo and more than adequate.
