newegg partial refunded me to try and beat dispute and keep extra money

Hi I purchased a computer from New egg a GXC780 with a gtx1080 on may 5 called for a return as the mother board didn't match the listing and the graphics card was either not working or not installed. Sent pics of the display tab that showed the integrated Graphics card only showing up not the 1080 and of the box for the motherboard, no box for the graphics card was sent. 47 days later this includes 2 weeks of fighting to even get a return label and them having the computer since may 22. They continue to tell me to wait until I mention that I have to make a dispute claim soon as its been 45+ days since this started but I'll give them another 48 hours. Call back finally get a CSR thats willing to go to bat.

A hour and 20 min later I'm being told no replacement the computer is fine and matches listing. Ask does the box or the screen shot match the listing he agrees but says warehouse and supervisor is fighting him on it. They will only Ship it back to me or charge me a restocking fee. Again i Say all I want is a replacement or full refund. He cant do it but will have the warehouse run some tests if I delay my dispute. I say fine I'll give you the time to make it right complimented him on his effort and thank him. Took survey, 5 star for him 1 star for everything else. This caused a Transfer, I was going to hang up. Then thought I should tell the supervisor what happened wasnt his(the CSR) fault he did a good job. which I did Then things got weird.

The supervisor was the one he was working with and flat out said the only thing we are going to offer you is a partial refund. We will cut in half the restocking fee to 125 but the supervisor was waiting on "if even that can be done as a courtesy we dont even have to do that." There is no replacement or full refund coming at all ever. Thats all that is going to be offered. I told them that in that case I will dispute through pay pal immediatly instead. Thanked them for their time and told the Supervisor I dont blame them they are doing their job. They threatened to close and block my account if I dispute this with pay pal. Fine I'm not doing business here again after this hope you understand I know its not your fault etc. 30 minutes later they approve the refund charging me the full 250 fee. Just as Paypal is sent me notice the case is now open they are waiting for a response from newegg. So what should I do now. Advice would be helpful sorry for the long post. Should I let my bank know cause I'm am not paying this no way.

You said card was either not installed or bad, did you actually look in the case to see if it was there? Is this what you got https://www.neweggbusiness.com/product/product.aspx?item=9b-83-230-316 ? Looks like the case has a windows, you did not see if the card was inside?

Aside from Newegg did you contact Cyberpower support since they are the ones that actually supply the system? If you click on the warranty and support tab on Newegg it has a link to Cyberpower.

If the gpu option in the bios was set to auto and the monitor was plugged into the motherboard it will use the igpu and not the 1080. Given that model has a side panel window you should easily be able to tell if the gpu was physically missing.
