CPU is 99 degrees when I open up a program after buying new CPU mobo and cooler

As I said in title my new CPU is i7 8700k 3.70GHz, New mobo is Asus rog maximum x hero and cooler is attic alpine 11gt and it starts up fine but if I open chrome or something the temperature goes to 99 and it is most certainly not thermal paste, please please help

I'd say, looking at that cooler, that it just can't handle that processor. It's a very weak cooler rated for 65 watts, and a max of 75 watts. With the 8700k being a 95 watt processor, it's pushing it way past what it can handle. You need something rated for at least 95 watts.

I'm not sure what you expected with such a cheap CPU cooler or why you would buy such a cheap cooler to go with an i7. It's meant for use with an Celeron/Pentium/i3 or some low power variant of an i5/i7 usually ended with an "s".

It is recommended for CPU with a 65 watt TDP and maximum capacity of 75 watt. Which it has to work really hard to keep cool. The i7-8700K has a 95 watt TDP. Way beyond what that cooler was designed for.

A Cryorig H7 should be the lowest cooler you use. Although you really should be using at least a Cryorig H5 universal (for some reason an H5 is better than H7). Preferably a Scythe Mugen 5 Rev B or Thermalright Macho Direct if you plan on overclocking.
