Internet doesn't work even though it should

So here is the deal. I have my internet cable plugged in. And on screen it shows that it is connected a should work properly, but it doesn't pages won't load apps that requires internet won't load up. Everything works on my brothers computer perfectly a even tried changing up cables but with no results. (Everything work great for long time)

Thanks for any advice.

Check device manager to see if drivers are missing for NIC.

Try using a laptop or another device to plug into your ethernet cable and make sure its still live .

Download cleaning tools from another PC, place on thumb drive and transfer to your PC to run full scans (malwarebytes, adware removal, anti virus scans)

Check for proxies in your browser. Open IE, go to internet options>connections>lan settings Proxy server should be blank and unchecked.
