H100i v2 overheats my CPU

My build is a i5-7600K, asus prime z270-a MB, and H100i v2 cooler. My CPU reaches 90 degrees Celsius within 5 minutes of booting it. I have reapplied thermal paste, I have plugged my cooler into every fan header, I have disabled my Q Fan Control for my CPU header, and I have plugged my usb connector in every usb 2.0 header. My pump doesn't show up in bios and leaves a unknown usb error (code 43) in my device manager. The fans spin, the pump radiator fins are cold, and the pump LED comes on. I feel like I've tried everything with no results. Any suggestions?
 
Does the pump show up when using Corsair Link? (I doubt it will but curious).

It sounds like the pump isnt turning on and it is most likely due to the USB error you are getting. Have you tried to plug the USB cable from the heatsink into another header on the mobo?

Cable could have also went bad, may want to try another usb cable from header to heatsink.

You could also try redownloading drivers. Go to Corsair website and check for drivers. You could also try running Windows Updates to see if it will find drivers for it also.

Try plugging the pump into a molex fan adapter so you can completely rule out the motherboard headers. If you still have high temps, then it's most likely the pump. Is this a new AIO? If it is, I'd RMA it and go with a cheap air cooler in the meantime. I've had nothing but good luck with AIO coolers, but I do know they can fail and almost always in the pump.

It is a brand new AIO. I really just don't want that to be the solution because it will take forever for me to get it back. I plug the molex connector from my pump to my fans and they spin and then plug the other cable from my pump into the CPU Fan header.

It doesn't come up in Corsair Link. I've tried other versions and it still doesn't work. I thought it could be the USB error but I can't seem to fix it. I tried plugging the usb cable into all my USB 2.0 headers and tried getting a different cable to plug into the rear I/O panel and still nothing. I tried updating the drivers through device manger and it keeps telling me the drivers are up to date plus I've tried uninstalling the driver and it will still come up after I look for hardware changes.
