To be 100% honest, your pc is quite dated. The only way for you to get the 60fps @ Ultra with your current system is to get a i7 3770k CPU and either 1070/1070ti/1080/1080ti and a new PSU seeing you thing yours is faulty.

How do you know the CPU is damaged?

Specs for either of these games have not been release yet. Rage 2 is based on id Tech 5 "Obsolete" The last title to use it was The Evil Within 2 and to run it @ High settings with 60 FPS you needed a i7-4770 / AMD Ryzen 5 1600X or better and a 1060 6GB. I would expect Ultra 60+ you would want a 1070 GTX and look at overclocking.

It used to be that you could buy a top of line system for around $2,000 - $3,000 and have it last 10 years. Not to mention that 1080p had been the standard for such a long time. Although these days, newer games are getting more & more demanding. Not to mention that 1440p is more widespread these days + the push to 4k.
I just got a new system myself last week(Ryzen 7 2700x, 32gb ddr4, 1080 ti oc edition). I'm optimistic that I'll be able to game @ 1440p on high settings for at least 2 - 3 years. Although I'm also someone who upgrades/changes systems frequently so I doubt I'll even still have the same desktop in 2 - 3 years.

API's are catching up to hardware much faster than they use to and staying above 1080p is going to get pretty pricey. I myself only do full system replacements every 5 years, it's just not cost effective to justify that kind of money every 2-3 years for a hobby. This last upgrade was $900 and I didn't even use all new parts, I spent lots of time surfing Hardwareswap and tech forums for gaming addicts that wanted to sell fast.

Turns out for a moment the machine worked. Now ti stop working again. I bought a new PSU of 750W. We cant pinpoint if its the motherboard or processor. I guess I need to build a new one. What should I get? I do not play on PC a lot, just FPS. Next games I was planning to play was Alien Isolation, Prey, Wolfenstein 2, Rage 2, Doom Eternal and Fallout 4.
