1080 FPS problems

hey guys im new but been having problems. Anyways ive been having some GPU problems in terms of fps my 1080 (bought recently) has not been working I guess as it should, ive been getting lower fps on games with friends on identical video settings but worse gaming rigs both CPU and GPU wise my build is as follows

GPU: ASUS GTX 1080
CPU: Intel i7-6700
RAM: AData XPG Z1 16GB (2x 8GB)
MOBO: ASUS H170-PRO
PSU: some 800Watt+ corsair gold
certified
STORAGE
SSD: Samsung 840 series with OS
some other hard drive with 1T


ive checked power mode, uninstalled drivers and re installed drivers multiple times using DDU. ran furmark on 1080 preset got 7150 (which from i can see is average) all temps during benchmark were 65c and i cant find anything else to do, im about to send it back and ask for a new one thinking the only possible this is that its faulty so im posting here to save me the trouble.

example of low fps in game:
playing CSGO getting flat 100 FPS while friend with 4th gen i7 and 1060 getting i believe over 200 fps (he did over clock a bit) on league i get an average frame rate of 100 fps, Thanks in advance

gpu clockspeed boosted up from 1.1 to 2 ghz while in game just at launch though. also it seems to fluctuate from sometimes launching with 1.5 to 2 ghz
