when the drive is at 99.68% and the disk queue is 1.49 it indicates the drive is operating at full speed capacity and is waiting to send more data. About the only improvement you can make is install an SSD. You could also run antivirus and malware tools to verify your system is clean. Also it look like cortana was doing something drive intensive.

If you leave the machine idle does it reduce disk activity?

Hi,
What process are hogging the disk.
This week windows 10 has some strange updates and if you internet / computer is slow, the update might be hogging the disk.
Best thing to do is check if you computer is updating. If so wait until it finishes.
If you want better performance, get an ssd. Windows update will work better.

If drive activity drops and you have run antivirus and malware with no detections it's sounding like everything is performing as expected, maybe not as fast as you would like though. Use resmon to identify what image is being used by the CPU and disk, might give you and idea of what program is using all the resources.
