No display on PC; VGA red light on

I just built a gaming pc with all new parts and it is able to boot (I assume it’s booting because all the fans and led’s turn on) but there is no signal on my monitor. Once the LED’s on the bottom right of the motherboard get to the one titled VGA all the PC’s LED’s turn off for a second and then back on and the red light stays on VGA. I have tried removing and reinserting the CMOS battery, replugging in the GPU on the card end and power supply end, and booting with HDMI plugged into graphics card and mobo. Please help.

if it an intel or amd cpu with ipgpu. pull the gpu and see if onboard video comes on. if it does make sure the mb has the newest bios file. on your build make sure the eps 8 pin power cable on the side of the mb is connected if not there wont be the 75v that a gpu needs to turn on.
