GPU is overwhelming scoring low

Its a GTX 1070 8GB, its scoring a 20% on userbenchmark and I cannot play most steam games, such as The Forest, and RB6. I can play PUBG on steam and Fortnite on the unreal engine. I know its not the GPU because I just upgraded from a 1060 to the 1070 thinking it was the GPU and the same problems are occurring.

(Changing setting on games such as The Forest/RB6 dosnt help, crashes when loading. )

Well first of all userbenchmark.com is not a good way to test your GPU. It uses DX10 and DX9, while most games today are using DX11 and DX12.

I would try another benchmark tool like Unigine Heaven (DX11), FireStrike (DX11), and TimeSpy (DX12). Monitor temperatures when benchmarking.
