With disregard for my budget, which combo offers more performance? It may take a very long time until I switch out my CPU for a better one after I buy all of the parts. I can wait for the GTX 20/11xx cards but I want to see which of these combos do better.

Get the ryzen 2600 and gtx 1080ti . There are scenario even gtx 1080ti can't provide stable 60fps . So don't buy the 1080 anytime for 4k . Ryzen 2600 won't hold back the 1080ti at 4k .

I plan to play on a non-native 4k resolution on 21:9 monitor using DSR but I will use 2k if the frame drops in certain areas of the game. Two of my friends with 21:9 monitors copped a GTX 1080 and they told me it runs fine on 4k. Also note that I might start doing renders for pictures and videos so it is a multi-purpose machine.
