The answer is "maybe". Sometimes the limit on the box is derived from what products are currently available on the market, and sometimes it is a limitation of the chipset.
With that said, 8GiB is the practical upper limit on two-channel Intel 4 series motherboards that do not support buffering (4 ranks per channel, two channels total).
