Windows 7 safe mode skin

One day I turned on my laptop and I saw that I was running in safe mode (windows 7) but it wasn't really safe mode because I could play games and browse the net. This has been the case for a few days now and I tried all the tutorials about turning off safe mode but none of them helps. I tried the msconfig stuff but it didn't help and I even did something with the command prompt that reset the thing and it didn't work so please tell me if there is a solution or if this is gonna be permanent.

I'm sorry for posting this in the windows 10 forum but I want to get an answer as soon as possible and the Windows 7 forum is quite dead.

Right click the desktop and select personalize. From there check the themes/backgrounds and pick the original Windows 7 theme to turn visual effects and overlays back on. Then just change the background, save the theme and that should do it.

Edit - Just saw your screenshot, looks like Windows Aero is off (google how to turn it back on if my fix above doesn't work). Also make sure it's not running the system performance rating test, which causes the graphic driver to disable Aero.

It is Windows 7 ultimate and i had a new windows update i thing a day after i had problems with it.
