What should I upgrade first for my situation ?

Right now my current setup is an
- Athlon 880k (4GHZ 4 Cores)
- RX 460
- 8GB of RAM
- 1 TB HDD

Goal: Eventually build a PC that can run games at a CONSTANT 60 FPS med-low settings for the next 3-5 years
Games I currently play and struggle with in terms of FPS:
- Dragon Age: Inquisition
- PUBG (ofc)
- Rainbow Six Siege

I also produce music and my projects sometimes fly to 90 percent My currently budget is in between 150 CAD - 200 CAD.

It's going to be difficult to recommend a worthwhile upgrade for 200 CAD. Your best bet is to go with AMD Ryzen but even getting a R3 1200/B350 MB & 8gb of DDR4 goes well above your budget. The best thing you could do is overclock your 880K/RX 460 as far as they'll safely go and continue to save up.

I am in a situation where money is coming in slowly. So i want to progressively upgrade my system over a period of time. In any case thank you

Ok, well something like this would be a good step up, you'll want to overclock it to around 3.8ghz to get the most from it.

not going to be possible

the 880k will never allow for the fps you want

sell what you have

then MINIMUM you need to look into an i3 8100 with a b360 mobo plus a gtx 1050 ti

for 5 years you are looking at a i5 8400 with a rx 570 or something thereabouts ( used gtx 970 is a good choice as well )

the ryzen 1200 is too weak

I understand that, but im upgrading each part piece by piece. So I was asking if i should start with my graphics card or my CPU.

Do you think it would be wise just to wait until the end of the year and wait for sales?

There's never really any sales on CPU's unless you get it bundled with a motherboard, Black Friday has some sales but you'll maybe save 20-30$ depending on what you buy. It may be more beneficial to overclock your CPU and GPU for now and save a bit more, get something with more cores/threads to last a bit long, something like the Ryzen 2600.

Ahh I see, so is Ryzen the way I should go? Is it even worth looking into Intel's side of this?

Either would be fine but I'd try to get at least a 6 core Intel (8400) or the AMD 1400/2400G for it to last. The 1200 is still a good upgrade but I'd suspect it won't last a few more years but the good part about the AM4 socket is that AMD should be using the same socket until 2020 which gives you a better upgrade path over Intel.
