Anything below an 8th gen i3 is not worth it. A better upgrade would be a second gen i5(or i7), and you won't need to change the motherboard or RAM. But you will eventually need to do the collective upgrade, if not today then later. And if you have your mind set on upgrading, might as well do it properly.
Are you sure the game is being played through the graphics card and not the integrated graphics? Try downloading MSI Afterburner, and use the OSD to check GPU usage when in-game. Make sure your monitor is connected to the GPU video ports, not the motherboard video ports.

Then that means you are probably getting CPU bottlenecked. What is the GPU usage(not CPU)? If it is not in the 90's then your CPU is bottlenecking the GPU, and it is indeed possible with such an old CPU that you have.

Once you can fully determine that the CPU is indeed the bottleneck, the next obvious step is to upgrade it. An 8th gen i3 will be a good choice for a 1050 Ti, an i5 would be even better. Keep in mind this will be a collective upgrade - you will need to change CPU, motherboard as well as RAM for it to work, so start saving up.
