Problem installing Windows 7 on UEFI or LEGACY

Hello.
As the title say i have a problem installing Windows 7 on my laptop .

If i put the boot mode on UEFI the device does not recognize my USB and a window with "No bootable devices " appear .

Then if i change to Legacy , i get that error with "A cd/dvd device driver is missing while installing windows 7 "

I tried everything and i don't know what to do .
Then i tried to install windows 10 , it worked but my proccesor have CPU USAGE 100% and only one partition it's created (C)

Mention : When i bought this laptop it had the UBUNTU OS on it but i don't like ubuntu and i want windows 7

My laptop is Dell Inspiron 15 - 3552
 


It appears that model has a USB 3 port. Thing is, Windows 7 has no driver for it.

Yes but also have 2 USB Ports 2.0
Something else , i installed windows 7 from a DVD , but when i connect USB , and mouse doesn't recognize them . Also when i connect the mouse it start to move slow .
