Fan speeds for best cooling and silence?

Hi. Help me to adjust fan speeds for best cooling and silence. I have:

-cryorig H5 universal;
-Focus g case with 2 prebuilt fans + corsair 120 af in back;
-Inno 3d ichill gtx 1060 6 gb;
-Seasonic m12ii(I don't know, but may I can adjust psu fan speed?);

Solution
Nothing with moving parts will be truly silent.
But, if you run fans at 900 rpm or less, they will be all but inaudible.
There are various ways to reduce fan speeds.
Or, you can swap out 120mm fans for 140mm fans which move more air at lower speeds.

Your parts are not power hungry so I would not expect your psu to need to spin up the fans for cooling.
Even the 430w unit should handle the GTX1060 easily.

The fans you have are quiet.

You will hear the PSU fan however and no you can't adjust it.

If you want a quieter PSU fan then you will need another PSU.

Something like:

Seasonic Focus Plus
Corsair RMX
EVGA G2 or G3

But the quietest ones are the Seasonic Prime Series however. (Gold, Platinum or Titanium.)
