no temperature difference after conductonaut

I applied the conductonaut to both to my ryzen 1600 and evga clc 280 cooler. however, the tctl/tdie temperature still at 70c nothing changed. what is the problem here?
 
You applied thermal paste to both the top of the CPU AND the bottom of the water block on your CLC?

You don't want to do that. You only apply TIM to the top of the CPU lid, not to it AND the bottom of the cooler heatsink or waterblock base.

So, couple of possibilities.

Either you have too much thermal paste applied, or you may have a problem with the airflow through the radiator configuration being wrong. It's also possible that you are not getting good mounting pressure between the CPU and waterblock. I'd double check that you are using the correct adapter for AMD, since most these kits come with backplate and mounting hardware for more than one configuration.

Also, you may need to use plastic washers between the backplate and motherboard to increase the space between the threads of the backplate and the screws that hold the waterblock down. Some motherboards are thicker than others and on some thinner motherboards you can end up bottoming out the fasteners without achieving a good mounting pressure.

I'd bet it's either that or too much paste applied. Or you're monitoring the wrong sensors.
