Do phones Hardware get slower over time?

Im going to buy a refurb phone and that is practically new on the outside but the inside is used, will it be laggier than a new one? Or are phones like computers that dont slow down (hardware) over time?

Depends on the phone.

The hardware itself, is just as fast as it's ever been. The issue is on a software front.

As software updates roll out, there's potential for the phone to feel 'slower' as a result.

On top of that, Apple have outright admitted to slowing down older phones via software patches -- it wouldn't surprise me if others are doing something similar too.

Solution
SSDs also lose some speed as they approach capacity (fixed by reducing the amount of files in storage). On the whole though, one shouldn't overstate OS creep. I have an ancient (at this point) Nexus 4 that is still fully capable of handling Android 8.1, its last official version was Android... 5, I believe.
