CPU: amd fx8320
Motherboard: GA-78LMT-USB3 6.0 amd780g socket
Ram: 8 GB 1600 11CL adata
SSD/HDD:WDC WD10EZEX-21M2NA0, 7200 rpm
GPU: msi geforce gtx 950 2GB OC
PSU: SL F400, 400 Watts
Chassis: NZXT 220
OS: Windows 10

a few weeks ago i was getting into overclocking. I downloaded AMD overdrive and it told me that the CPU was running 3.5ghz at 1.31v, and running 4 ghz at 1.3375v. The stock cooler was the one before they started shipping the Wraith with CPUs, and it would barely hold the CPU at 55C out of the supposed safe heat rating being 61C, sometimes spiking to 61 and beyond for a few seconds during various operations. Today i received my gammaxx 400 and have installed it, and it is cooling more efficient than the stock cooler.

Setting voltage to anything above 1.3875v seems to force the cpu into an underclock, not sure if MOBO limitation

basically any clock beyond 4.1 with any voltage below 1.4v seems to produce an error in prime95

Overclocking comes from an overall package. Might want to list your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

As you've figured a small part of overclocking, is to keep things as cool as possible. That being said, the Gammax cooler is not what you should be using at the moment since it's only capable of a maximum of 125W TDP heat dissipation. You're supposed to be looking at something that has a higher TDP, like the Be Quiet! Dark Rock 4 cooler. The other thing is that you're going to need a better PSU if it blows up in your face. How old is the unit, mind you?
