CPU windows 10 vs windows 8.1

Hey everybody, I have kinda old Intel Xeon X5677 @ 3.47GHz (x2, two sockets)
and a windows 8,1 pro. And I guess the system and software in 99% of workflow and tasks cannot utilize it more than 70%, so there's kinda not enough threads, it start to lag, but there's still a lot of unused perfomance in it.
so I wondered maybe windows 10 has some better CPU workflow instructions for my case? Thanks

I'm speaking only about the CPU, I dont care if there will be less free ram or more hdd usage. And I don't mean less % usage of cpu. I mean the ability to utilize all of its resources

Thank You, but I found this info "Windows 10 Pro currently only supports up to two physical CPUs and 2 TB of RAM per system, but Windows 10 Pro for Workstations will support up to four CPUs and 6 TB of RAM."
so I have two physical CPUs... Would there be a difference in a processor power comparing to windows 10 pro?
Also I found that it only consists of ultimate powerplan that (as far as I understood) works only with sharing files and network adapter removing micro-latencies. And as for cpu it is just can manage 4 cpu, but I didn't found anything about its workflow...soo..I guess it is useless?
 
Two sockets (i.e, a pair of 4 or 6 core CPUS) is never better than a a single die due to latencies, memory passthru from one CPU to the other, etc...

Naturally, more than 1 socket is required if needing a single system with more than 28 cores (Intel) or 32 cores (Epyc) currently...; Intel makes the 4-way 4xxx series of Platinum CPUs costing $27,000 each for a reason, I guess....

Ok, I guess there's only one way to check..but if it worth it... Thank You All, I'll let you know about the results, if I'll decide to spend a day or so just to know by how much point (<10) will cinebench render faster...

the second one is windows 10 with an ultimate power mode, but without actual patch for workstations...having troubles to intall it just to try...:)

ok, this was the last time I checked this useless junk, especially I liked no text bug by allmighty windows 10..
was a capacious day

I picked the first one just because imo win10 is still a junk (also I haven't manage to test "w10 for workstation"...at least because there was a no symbols\text bug )
