Every time I try to plug my 9800gt into my pc, the monitor stops working and shuts off. It doesn’t turn back on but the graphics card still runs. It was working perfectly just days ago. It recently shut off and never showed any signs of working properly. After the GPU crash, it stopped working with drivers and I couldn’t control the fan, resulting in it always overheating when I try to use it.

It certainly can't hurt to uninstall the graphics card driver, and reinstall it. Otherwise you can get a GTX 1050 a little over a hundred dollars. I would avoid the used graphics cards.

That sounds like a monitor problem. Try resetting the monitor by unplugging the power and monitor cable for a minute or so.

You can also try uninstalling the graphics driver. Then download and install the driver from geoforce.com
