HDD not being recognized bios or windows

I have two computers i built. I bought have both of them installed 500gb SSDs, and i bought two 4TB HDDs to add space.

I did get my 2017 computer to work with the 4TB HDD, but i guess i messed with the bios or something and now i cant find the HDD on bios or windows manage.

Same thing for my x99 2016 computer. I never was able to get it to work on that computer.

But i did get it working on my 2017 computer and i tranfered all 400gb of my laptop data on it, and i can not remember what i did, but it does not work anymore.

Niether HDD is recognized and they are newer than the computers themselves.

What are the odds of both HDD being faulty?

What am i doing wrong with installing these things?

I don't think they're faulty. I think they're going through a power issue. Might want to share your full system's specs with us. list both system's like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
^ so that should be two sets.

On another note, have you made sure both builds have the latest BIOS update on the motherboard's?

Well now that you mention power
I realized that i am using an eva 800 WATT PSU. Both of my computers have the same exact brand and model of power suppy unit.
I think i had a Cosiar 800 installed at the time, and i removed it because i was going to sell it. However, if i put my ear up to the HDD and i can hear a very very tiny whine, so quiet. So there is some power, but i actually dont know if they are running because they make zero sound. I know my old hdd make a pretty noticable noise when they first turn on, and the of course ticking sounds.

The new version of bios on my 2016 computer was causing problems with my ram not being compatible. So i took it back to factory. It caused blue screens.

But my 2017 computer, i never changed bios or overclocked anything either. But something technical happened. I cant remember.
