EVEN SOME GAMES DONT GO BEYOND 5FPS AND FANS ARE NOT WORKING.

CONFIG
I7-8700K
ASUS GTX 1080TI OC EDT
16 GB RAM (8*2)
NZXT KRAKEN M22 LIQ COOLER

Could be:

1. Faulty card
2. Not installed correctly
3. Not set-up in BIOS correctly.

If the fans on the card aren't spinning then it is most likely 1 or 2.

What do you see listed in Device Manager under Display Adaptors?

Remove all drivers with Display Driver Uninstaller and redownload the latest Drivers from Nvidia http://www.nvidia.com/download/driverResults.aspx/135676/en-us
And coming to fans not spinning is simply because the GPU is at a low Load and fans will start to work when you give some load on it.

Normally IGPU should be disabled, when discrete GPU is in the system.
