Gtx 1050 ti , blackscreen with mouse cursor after sign-in screen(Windows 10) Not turning on . Dell optiplex 990

I have Dell Optiplex 990 MT , Motherboard Dell 06D7TR , with 8 gb of ram , GTX 1050 Ti and 265w PSU , Mostly of the time the research i did on forums the answer was the psu will fail , but i have another problem.
I install the graphic card , but it wont fit properly on case so i have to leave the case open , even i cant lock the graphic with the case part i can run the pc it starts,either i can install graphic drivers i tested playing a game , but after installing drivers and restarting the pc it wont boot up again it stucks on a black screen with mouse cursor , after Sign-In screen.I tested on windows 7 after installing drivers i had problems like shutt downs , glitchs on google chrome , tur stuttering sound more and more , but turning on , with delay on blackscreen but after 2-3 minutes ,it turns on , in windows 10 it wont turn on .
I've tried
1. Reinstalling the graphic on motherboard
2.Reinstalling the graphic drivers
3.Doing a fresh install of windows 10.
4.Tried the option to delete drivers with DDU on safe mode
5.I have another Gpu : Quadro 2000 it works after installing drivers.
So im not sure where's the problem the power cant be cause it works before restarting , i tried drivers from NVIDIA and PALIT none of them worked , the motherboard cant be a problem cause on DELL page they said it will work.
So the last thing i have to do is to ask somebody that haved this problem or knows how to fix that.

Solution
For issue were you are getting black screen with white cursor
>Press Ctrl+Alt+Del
>Go to 'Services' tab
>Look for 'AppReadiness'
>Right click and stop it.

Make sure you disable the same after login into Windows.
>Click start and type 'Services'
>Look for 'AppReadiness'
>Right click and select 'Properties'
>Startup type should be set to 'Disabled'
>Set the 'Service Status' to Stopped.

This solution worked for me. Let me know if this worked for others as well.


I spent 3 days on a computer at work trying to figure this out, ended up just doing a full reinstall. A few days later another dell at work did the same thing and found the above on the internet and worked like a charm.
