If you're buying a new GPU, I wouldn't go higher than a GTX 1050 or RX 560. A GT 1030 would be the cheapest new option, it's not really a gaming card but it would probably be ok for you if you're playing at low settings. If you can find a good deal on a used GTX 750 Ti or RX 460 that might be a good option as well. Just make sure whatever GPU you buy doesn't require any power connectors (6 pin or 8 pin).

You're probably going to be held back by your CPU regardless which card you buy.

It's really hard to find old gpu's nowadays... But get something like a gt 210 or gt 730... Or something like that... a slot that is 1.1 is old and wont take full power from your high end gpu...

PCIe is backwards compatible, any PCIe GPU (i.e. any GPU made in the last decade) will work. What's your budget, what power supply, what CPU, and how much RAM do you have? Do you plan on upgrading your mobo/CPU in the future and carrying whatever GPU you buy now forward into your new build?
