i tried running a e5540 xeon and it powered on but won't boot!!! is it a problem with that model xeon or is it the board??? note same issue occurs when i take the ram out. and idk if it is supposed to beep or not at post. my last motherboard didn't beep when post but booted just fine. i think some boards eep and some don't even if they have a builtin beeper but thats beside the point. is it a compatibility with e5540s or is my board shot?????

Here's the website for Xeon swaps.

There are 3 steps to do it.
1- The socket needs to be modified to fit.
2- The adapter tape neeeds to be installed to change the pinout.
3- The BIOS firmware needs to suuport that CPU. Sometimes just a BIOS update is all that's needed.

Sorry I answer a lot of LGA775 questions here. Dell recycled the 9100 model number a couple times. I was thinking X5450. Sorry.
BIOS update should do it. Interchangeability is good between X58 CPUs.
Here's the correct link to builds for that system.

Your parts list looks OK.
Parts interchangeability is not good even between Dells. Dell sometimes puts things like ambient temperature sensors in the front I/O board that will stop a system from booting if it's not there. You might ask at Dell Community Forums. You get a mix of Dell tech support and enthusiasts there that may have an answer for this specific system.

I don't see any of those running in that system. I'm not sure why you would want to do that anyway. It's slower than the i7 930 you already have.
The fastest CPU I see there is the X5687 3.6 GHz 4 core/ 8 thread CPU. That would be a 28% increase over the i7 930 and it supports faster DDR3 1333 RAM also. The interchangeability with Xeons is usually based on there being an equivalent consumer CPU. Perhaps there wasn't one for that particular Xeon.

I actually had it before the i7 I just wanted to see if the cpu was bad because I had it in my Evga classified 3 it turned on once and booted but didn’t ever again since immediately after that

With that particular set up the best cpu you can run in the Dell XPS 9100 with that motherboard is the Xeon X5690 3.46Ghz 6-core/12 thread. Turbo speed up to 3.73Ghz. Not able to overclock the motherboard unfortunately. I changed out my core i7 920 and replaced it with the Xeon X5690 and Wow what a difference. Even better is if you replaced the motherboard that supports 2 of those Xeon X5690's, then you have a monster that can do most anything.
