[SOLVED] I can't do anything with my external hard disk

Hey guys, so i just bought an external hard disk, a toshiba DTB310, so recently when i want to make a folder suddenly explorer.exe is not responding and long story short i managed to format it but when i see the file system of it, i saw EXFAT, but i want to get it to change to NTFS, so i searched around in the internet until i did something, the last thing that i did was go to cmd and type in "format :F /FS:FAT and now i can't do anything to it, i want to format it then explorer is not responding, using an app called EaseUS is making it not responding, used disk manager also making it not responding, the thing is i don't know why every program that i use related to the hard disk making it unresponsive, can you guys help me ?

Start up command prompt (Dos box) cmd.exe.

run the program diskpart.exe
DISKPART> list disk

that should show all you disks.

Take note of the disk number for your external. (probably disk 2 or disk 3).

DISKPART> select disk X (where X is the number of your disk)

Disk X is now the selected disk

Now we need to list the partitions on this disk.

DISKPART> list partition

THen in turn select every partition and delete
so
DISKPART> select partition 1
DISKPART> delete


Make sure you pick the correct disk as there is no undo.

Once you have a blank disk, you should be able to create a new partition (either in diskpart) or disk management

Nope, can't do that either, it got stuck when launching diskpart.exe

i can run seatools, it passes the short drive self test but failed short generic and i don't know why the drive is unresponsive twice when i want to do short generic test so i have to plug unplug it
 
perhaps try another sata data cable just to rule that out...

If you can get it to show in disk mngmt/storage, delete partitions, create a new one within windows, quick format, then try 2 min test again....if it fails, or locks up, the drive is trash.

Yeah so guys, sorry for not replying but i did smt with an application, so i basically just delete the partition, thank god at least i can do smt to it. The real reason why i didn't reply to you guys was because i create a new partition but it is fat32 and it fuctions normally again FOR A DAY, i copied a bunch of videos and then left it for 3 days because i didn't need it. Ok when i did need it at that time i was going to make a folder and it happens again, explorer is not responding. I still don't know what happen to my external hard disk so i just copied my file (the videos that i copied 3 days ago) and format it but this time i didn't use any apps, just from the explorer, so what i did was making it NTFS but i unmarked "quick format" and left it for one night cus from what i search is it's going to be very long. It did well, it's processing but slowly until when i woke up and it stuck, the bar didn't even reach the middle part so i got frustrated and waited again for another 4 hours and it still stuck. So i just unplug it, then everytime i plug it back it just wants me to format but everytime i clicked it, explorer not responding, so i just unplug it again. Then i tried diskpart but it just got stuck like the first time then i used the app again and i eventually delete the partition and now when i want to create the partition again (NTFS) it just got stuck. So what i'm tryin to say is, is it possible that my hard disk can't be made NTFS ?
